Colorado Springs vs Monument for Military Families: Bases, Schools and VA Loans
If your orders say Fort Carson, Peterson, Schriever, Cheyenne Mountain or the Air Force Academy, two names come up fast: Colorado Springs and Monument. One is the second-largest city in Colorado, the other a small town on the hill to the north. Here is an honest side-by-side look for military families, with the trade-offs that matter on a PCS timeline.
| Topic | Colorado Springs | Monument |
|---|---|---|
| Population (2020 census) | 478,961, second-largest city in Colorado | 10,399 |
| Government | City and seat of El Paso County | Home rule town in El Paso County, incorporated in 1879 |
| Elevation | About 6,000 feet | About 6,980 feet, on the southern slope of the Palmer Divide |
| Bases nearby | Fort Carson, Peterson, Schriever, Cheyenne Mountain and the Air Force Academy are all in or around the city | Just north of the Air Force Academy; a longer drive to Fort Carson, Peterson and Schriever |
| School districts | Several, including Colorado Springs D11, Academy 20, Harrison 2 and Cheyenne Mountain 12 | Mostly Lewis-Palmer School District 38, with Academy 20 reaching into the area |
| Getting around | Mountain Metropolitan Transit buses and Colorado Springs Airport | Interstate 25 and a Bustang park-and-ride stop; no rail |
| Watch for | Metro district taxes in newer neighborhoods; which school district serves the address | Heavy snow on Monument Hill; a water supply that depends on wells |
| Good fit for | Families who want a short commute to most bases and the widest choice of homes | Families assigned to the Academy or north side who want a small-town feel |
The Short Answer
Choose Colorado Springs if you want the shortest drive to most of the bases and the widest choice of neighborhoods and prices. Choose Monument if you are assigned to the Air Force Academy or will work on the north side, want a small town with its own school district, and are fine with more snow and a longer drive south. In both, the exact address decides the school district and the property tax bill.
A Big City vs a Small Town
Colorado Springs is the seat of El Paso County, the most populous county in Colorado, and had 478,961 residents at the 2020 census. It sits at the foot of Pikes Peak, with Garden of the Gods on its western edge. Monument is a home rule town of 10,399 people (2020 census) at the base of the Rampart Range, north of Colorado Springs and the Air Force Academy. It began as a stop on the Rio Grande railroad in 1872 and was incorporated in 1879. Together with Palmer Lake and Woodmoor, it forms the Tri-Lakes area.
Which Base Are You Assigned To?
Start with the gate you will drive to every morning. Fort Carson, home of the 4th Infantry Division, is directly south of Colorado Springs. Peterson Space Force Base shares an airfield with Colorado Springs Airport, and Schriever Space Force Base is about 10 miles east of Peterson. The Air Force Academy is northwest of the city, and Monument sits just north of it.
That makes Monument a natural choice for Academy assignments, while families at Fort Carson, Peterson or Schriever usually save a lot of driving by living in Colorado Springs. Interstate 25 connects everything, with Monument exits 158 and 161 at the north end.
Schools and the Military Children's Compact
El Paso County has 17 school districts, and several of them serve parts of Colorado Springs, including Colorado Springs D11, Academy 20, Harrison 2, Cheyenne Mountain 12 and Widefield 3. Families near Fort Carson may also be in Fountain-Fort Carson District 8. In Monument, most homes are in Lewis-Palmer School District 38, which serves Monument, Palmer Lake, Woodmoor and some areas of Colorado Springs and runs Lewis-Palmer High and Palmer Ridge High. Academy 20 also reaches into the Monument area.
Colorado joined the Interstate Compact on Educational Opportunity for Military Children in 2008, one of the first eleven states to do so. The compact is meant to ease school moves for children of active duty members, including active duty National Guard and Reserve. Tamila checks the district for every address before you tour it.
Elevation, Snow and Water in Monument
Monument sits close to 7,000 feet on the Palmer Divide, the ridge between the Arkansas and South Platte river basins. It averages about 111 inches of snow a year, much more than Colorado Springs, and the Interstate 25 climb over Monument Hill can be hazardous in winter storms. Plan for a good snow shovel, a driveway you can clear and tires that can handle the hill.
Water is the other question to ask. The Town of Monument relies on wells that draw from the Denver Basin aquifers, which are being depleted over time, and the town has been looking for long-term regional water solutions. Before you buy, ask who provides water to the address, and if the home has a private well, have the well and water tested during your inspection period.
Metro District Taxes in Newer Colorado Springs Neighborhoods
Many newer subdivisions in Colorado Springs are inside a metropolitan district, a special taxing district that pays for the streets, water lines and parks built for the neighborhood. The City of Colorado Springs explains that these districts can issue bonds and add a mill levy to property taxes, usually capped at 30 mills for debt in residential districts plus up to 10 mills for operations, with some exceptions approved by City Council. The El Paso County Assessor's parcel search shows the levies for an address, and the full tax bill can change your monthly payment noticeably.
Buying With a VA Loan
For most military buyers, the VA home loan is the starting point. With full entitlement there is no VA loan limit, no down payment as long as the price is at or below the appraised value, and no private mortgage insurance. The first step is a Certificate of Eligibility, which your lender can request for you. Every VA purchase loan needs a VA appraisal that checks the home against VA's minimum property requirements, but an appraisal is not a home inspection, so order an inspection too.
Most borrowers pay a VA funding fee, but veterans who receive VA compensation for a service-connected disability are exempt, as are active duty members who received a Purple Heart on or before closing. Tamila is a VA loan officer and is trained in military relocation, so she can handle the Certificate of Eligibility, the pre-approval and the home search herself. She is also a military mom: her son serves in the U.S. Air Force.
Property Tax Relief for Disabled Veterans
Colorado offers a property tax exemption for veterans rated 100% permanently and totally disabled, or with individual unemployability status, and an honorable discharge. It exempts 50% of the first $200,000 of the actual value of the primary residence, and the state reimburses the county. You must own and live in the home as your primary residence before January 1, and the application is due by July 1. Gold Star spouses and some surviving spouses can also qualify.
What to Watch for When You Buy
- Map the drive from each home to your gate at rush hour before you make an offer.
- Colorado Springs: confirm the school district and look up any metro district mill levy for the exact address.
- Monument: ask who supplies the water, test any private well, and think about winter driving on Monument Hill.
- Both: get your VA pre-approval before your house-hunting trip, and order a home inspection in addition to the VA appraisal.
Already Own a Home?
If you are selling a home on the Front Range and buying your next one in Colorado Springs or Monument, Tamila can handle both sides. When you sell and buy with her, her listing fee is 1% instead of the usual up to 3% (the buyer's agent is paid separately). She is also a mortgage loan officer licensed in Colorado and Florida, so the sale, the purchase and the loan are handled by one person, even if you are still living out of state.
